CAVEAT



Violent beating by lathi to dalits in Gujrat,  all  we watched in media. Just two days after, in the parliament a sexist and derogatory remarks to Mayawati by BJP vice president Dayashankar Singh. It also reminds us Rohit Vemula suicide. It is evident the way protest and resentment all over India are raising, BJP has to ponder on the strategies that Modiji is constantly repeating  in India and abroad(as he mostly remain in outside India).

It is very soothing to hear when BJP and RSS say “Dalit Mukt Bharat”. Do they mean that Dalit has to be removed the way the dalits are facing  atrocities. Instead of discussing in Parliament in both the houses, the houses are adjourned on account of  hue and cry by the Hon’ble MPs who raised  their pay four folds.

2.Seventh pay commission is a sop to satisfy the bureaucrats and bring them into the Govt. fold. Funeral allowance, haircut,robe, assisting cashier,shoe,lace,toilets whatnots, so many panoply to face the price rise.  It means officers  will do whatever odd the ministers like. Only when such panoplies are necessary for army to save their life, e.g. vest for bullets protection.Such   vests are of poor quality cannot endure the stones  thrown onto them.

3.A trial court granted interim bail to graft accused public servant B.K.Bansal to attend the last rites of his wife and daughter  allegedly committed suicide. Court asked CBI to ‘rethink’ whether it was necessary to arrest the accused in such cases. Modi Sahab in the name of clearing the corruption handed over a stick to caged parrot and to vigilance commission..

4. Banks will lend is a natural process to earn income. Prior to the prudential norms and core banking solution, most of the officers promoted in the ladder mostly did advances that went wrong and  had not been declared as NPA. Only showing their positive performances they were being promoted. Their deeds were not judged properly. Some of them placed in the chair of Chairman.

Now after prudential norms came into force alongwith  core banking solution, the Indian borrowers were not habituated with the discipline of three months norms of payment of dues  and as such after 2010 a huge number of accounts turned NPA. Bank was neither prepared to combat those mayhem nor could swallow the huge amount NPAs. Only then recovery process was strengthening. It has been found the Bank’s appraisal norms, searching of land by the lawyers for creation of mortgage and norms of taking of other assets were faulty. Instead of taking pragmatic view Bank issued numerous circulars and tightening the norms to make liable the officers who dealt with the proposal.

6.. The most interesting part, when in coal scam, Telecom scam, and others ,it is found that alongwith bureaucrats, ministers are under the scanner and held liable for investigation, the Bank where crores of loans are sanctioned by a group of officers have  escaped the liability as they sanction it under committee norms.There are series of norms, Bank’s circulars are violated  by the management has not come under the purview of investigation.

7.The ‘witch haunting’ of officials of PSB unleashed by various agencies e.g.CVC and the CBI is largely responsible. PSB Officials work under fear for a long time.The Centre can resolve the issue by taking some pragmatic steps.

8. Mr.M.Narshimam former Governor of RBI said “ The vigilance manual now being used has been designed mainly for use by Govt. Departments and public sector undertakings. It may be necessary that  a separate vigilance manual which captures the special features of banking  should be prepared for exercising vigilance supervision over banks.”

9. Mr.R.Viswanathan, Deputy managing Direcctor of SBI, said” Indian PSBs would perhaps be the only banks in the world where the lending decision of its officers  are examined well after some years by government official  who might not granted a single commercial loan in their entire lives. On that basis PSBs are asked to initiate penal action against an official whose track record may have been otherwise exemplary.”
